Key Personnel

   

The Criterium Engineers staff consists of nearly 140 licensed Professional Engineers that average 25 years of practical, hands-on, construction and building management experience. With over 60 offices located in 35 states, Criterium Engineers has the experience, skills and resources to serve your organization well, no matter where you build. In addition, the Criterium Construction Engineering Services group is headed by the following people:

 

 H. Alan Mooney
H. Alan Mooney, P.E., President
Criterium Engineers
In 1974, Alan Mooney purchased a license from Arthur Tauscher and has operated that business through the present. CRITERIUM - Mooney Engineers provides consulting services similar to the consulting engineering services franchisees provide. On June 1, 1988, he acquired Coast to Coast Engineering Services. Since the franchisor's incorporation in Maine on July 19, 1989, Mr. Mooney has been the President, Treasurer, and Director of Criterium Engineers. Mr. Mooney is a licensed Professional Engineer in the states of Maine, New Hampshire, Vermont, Massachusetts, New York, and South Carolina.
 
Alan is a civil and structural engineer with over 35 years of experience in engineering-related services from performing thousands of residential and commercial building inspections to managing complex multi-million dollar engineering and construction projects. 

The following are highlights of other accomplishments in Mr. Mooney’s professional career.

  • Professional Engineer Licensed in eight states.
  • 20 years experience as a construction quality consultant including collaboration with several major builders to develop effective quality assurance programs.
  • 25 years experience as a construction expert in construction disputes, including serving as an expert witness on numerous occasions.
  • 25 years experience as a seminar leader; presented seminars to builders, appraisers, real estate agents in more than 30 states.
  • Project Officer for Risk and Value Analysis processes on hundreds of client projects to ensure cost effectiveness.

 

 Dick Tinsman
Dick Tinsman, Senior Vice President

Dick joined Criterium Engineers in 2005 to manage the national Quality Construction Program. Immediately prior, Dick was the Director of the Massachusetts Technology Collaborative Green Buildings and Infrastructure Program, developing and implementing one of the nation’s best, state-wide high performance building programs. Prior to that, Dick was a senior officer in the U.S. Coast Guard Reserve, responsible for a variety of active duty missions including law enforcement; search and rescue; harbor defenses; and homeland security. Dick was Vice President of a mid-sized residential and commercial construction company with annual volume of $15 million and manager of environmental consulting and planning practices for engineering and architectural companies in Maine and Maryland. He has served as an elected municipal official in Maine and served on numerous town, state and national appointed boards and commissions. He currently serves as an Overseer to the Museum of Science in Boston, Massachusetts, as a member of its Facilities Committee, and as the Chairman of the Museum's Green Buildings Committee.
 

 

 Scott Belesca
Scott Belesca, Project Coordinator

Scott Belesca joined Criterium Engineers in 2006. As Project Coordinator, Scott will organize and quantify the production data for the Program and will serve as the facilitator for information transfer and management. Scott also serves an an engineering field technician and provides oversight to selected field personnel. His professional experience includes almost 20 years in residential construction, construction management, commercial property management, and architectural drafting and design. Scott also worked for Criterium-Mooney Engineers in 2000-2001. Scott graduated from Roger Williams University with a B.S. degree in Construction Management and Business. 

 

 Bill Parrilli
Bill Parrilli, National Director of Client Services

Bill Parrilli is our National Director of Clients Services. He has been with Criterium Engineers since January of 2006. His responsibilities include assuring that our clients are well served, new business development, creating proposals for those new opportunities and general over site of our marketing and client services efforts.  Jim Stump
Jim Stump, P.E., Chief Engineer

Jim has over 26 years of experience in construction engineering, including over ten years as Project Manager/Engineer with Criterium Engineers, four years as Capital Projects Manager on renovation and new construction projects at Bowdoin College, and eight years as a self-employed building engineer/contractor.

 

 

 Chuck Jones
Chuck Jones, P.E., Chief Engineer
Criterium Engineers

Chuck Jones is Licensed Professional Engineer with over 23 years of Health Services experience. During his career, his experience has focused on addressing the particular problems encountered in health care facilities physical plant operations. Before joining Criterium Engineers, Mr. Jones was employed in the healthcare industry. He has a total of nine years of hospital based plant operations/clinical engineering/building engineering experience. In this capacity,
his responsibilities included the supervision of building equipment and systems maintenance and the management of Life Safety Code related activities. Additionally, Mr. Jones was Vice President of MIS-HSES, Inc. of Mt. Clements, MI where he spent fourteen years providing engineering consulting services to healthcare clients encompassing a broad range of topics from environmental hazard monitoring to energy management.  More recently, he has been involved, on the operations side, in the construction and renovation of a 700,000 square foot hospital facility.

 

 

Billy Gibson
Billy Gibson, Regional Director

Billy Gibson joined Criterium Engineers in 2005. Billy has over 18 years of Construction Experience through combined field services with Criterium Engineers and as Superintendent and Project Manager with development and construction firms. Billy serves as Criterium Engineers Regional Director, responsible for Field Services and project oversight in the South and East United States. His certifications include Leadership in Energy & Environmental Design Accredited Professional (LEED AP), Exterior Insulation and Finish System (EIFS) Certified Inspector - AWCI, Post Tensioning Institute Level 1 Certified Unbonded Post-Tensioning Inspector, Registered Roof Observer (RRO) - RCI, ICC Residential Building Inspector, and Microsoft Certified Professional. 

 

 

 Brian Melcher

Brian has 15 years Construction Experience  with a focus on Multi-use Institutional/Commercial building types. Brian serves as Criterium’s Regional Director responsible for the Engineering Field Technician staff in the Southwest. His
certifications include LEED Accredited Professional (Leadership in Energy & Environmental Design), Exterior Insulation and Finish System (EIFS) Certified Inspector – AWCI, Post Tensioning Institute Level 1 Certified Unbonded Post-Tensioning Installer, Post Tensioning Institute Level 2 Certified Unbonded Post-Tensioning Installer, Registered Roof Observer (RRO) – RCI, ICC Residential Building Inspector.

 

 

John Castineira

John has over 13 years Construction Experience and is one of Criterium’s leading Engineering Field Technicians on high-rise curtain wall construction. John joined Criterium Engineers in 2005. His construction background includes extensive experience in water intrusion prevention and investigation pre and post construction. John's primary
focus in the field is Institutional/Commercial building types. His certifications include, Exterior Insulation and Finish
System (EIFS) Certified Inspector - AWCI, RPIH (Registered Professional Industrial Hygienist) #09320805, OSHA 40-Hour HAZWOPER (Health and Safety in Hazardous Waste Operations), CIE (Certified Indoor Environmentalist),

 Ken Ottinger

Ken has over 12 years Construction Experience  with a focus on Health and Medical  Institutional building types. Ken serves as Criterium’s Senior Engineering Field Technician in the Southwest.  His certifications include Exterior
Insulation and Finish System (EIFS) Certified Inspector – AWCI, Registered Roof Observer (RRO) – RCI, ICC Certified, B1 Residential Building Inspector, B2 Commercial Building Inspector, B5 Building Inspector (Combination Cert).

 

 

Allen Filo

Allen has over 18 years Construction Experience and has been an inspector for much of his career. His recent focus has been on Institutional/Commercial building types.  Allen has served as Criterium’s Engineering Field Technician on the Wild Horse Pass Hotel and Casino for the past two years.  His certifications include, Exterior Insulation and Finish System (EIFS) Certified Inspector – AWCI; ICC Certified: Commercial Building Inspector, Building Plans Examiner, Commercial Electrical Inspector, Commercial Plumbing Inspector, Commercial Mechanical Inspector, Residential Building Inspector

 

 

Steve Ray
Steve Ray, Engineering Field Technician

Steve Ray joined Criterium Engineers in 2009. Steve has over 13 years of Construction Experience as a Construction Superintendent, Project Manager, and field services associate for a variety of builders in North Carolina. Steve serves as a Criterium Engineers Engineering Field Technician specializing in wood construction, single and multi-family structures. Steve has a bachelors degree from the University of North Carolina, is a member of the Home Builders Association of Raleigh-Wake county, and is a Licensed North Carolina Residential Contractor.

 

 

 Dick Smith
Dick Smith, Engineering Field Technician

Dick has over 35 years Construction Experience and has served as Superintendent, Project Manager and Construction Company Business Owner. His recent focus has been on Institutional/Commercial building types.  Dick serves as Criterium’s Engineering Field Technician on the Marian Hospital Project in California.  His certifications include, Exterior Insulation and Finish System (EIFS) Certified Inspector – AWCI; ICC Commercial Building Inspector; ICC Residential Building Inspector; California Contractor: License Drywall, License Painting, License General Building, License Cabinet and Millwork; California Community College Lifetime Teaching Credential in Drywall construction
